The citations "recognize new plays and musicals selected by [the] panel of jurors as ready to move to the next level of production and development, and to performers of demonstrated excellence."  In addition to the traditional categories of Outstanding New Play, Outstanding New Musical, Outstanding Male Actor and Outstanding Female Actor, each juror is also allowed a "Wildcard" citation for any other element of excellence either to recognize a tie in any cateogry, a production or performer in any category from another festival, or recognize a category other than the primary four.

Awards were won by NYMF shows The Seven Year B*tch, Such Good Friends, Unlock'd, Mud Donahue & Son, The Last Starfighter, The Yellow Wood, and The Boy in the Bathroom.  All four 'Wild Card' Citations went to NYMF with the jurors recognizing choreography, score, ensemble and overall production of four NYMF shows.

The 2007 Panel of Jurors consisted of Dan Bacalzo, the managing editor of TheaterMania, Peter Filichia, theater critic for the Newark Star-Ledger, Matthew Murray, the chief New York teater critic for Talkin' Broadway, and Linda Tullberg, management consultant and Talkin' Broadway staff member.  Each juror acknowledges productions and actors in each category individually, and has the option of not giving an award in the category.
